Making a pause in fighting corruption, ukrainian authorities put themselves at a risk of being wiped

Ukraine in the year 2011 is on the way to corruption abyss. It is displayed by the results of this year Corruption Perception Index, prepared by Transparency International. Despite certain success in adopting new anti-corruption legislation, Ukrainian authorities have not been able to demonstrate any noticeable results in overcoming corruption. Transparency International urges Viktor Yanukovich to fully make use of the powers of the President of Ukraine and head real fight against corruption offenders.

This year country's result, with the score 2,3 points out of the 10 possible (corresponds to 152nd rank among 183 countries covered by the index), can be considered as the red card given by Ukrainians to their authorities. Actual lack of progress by the team of Viktor Yanukovich in introducing anti-corruption reforms combined with the gradual curtailing of democratic freedoms and increase of protest moods in the society can lead to the scenario of changing corrupt authorities as was the case in Egypt.

Epidemiological rates of corruption spread in Ukraine require urgent steps from Viktor Yanukovich team; these 5 steps would be able to keep the country from falling in the corruption abyss. In particular:

  • The Cabinet of Ministers of Ukraine should urgently adopt the State Anti-corruption Program for years 2012-2015, which would be based on the National Anti-corruption Strategy and would take into account international experience and suggestions of civil society organizations.
  • The Ministry of Justice of Ukraine should urgently provide for regular work of the Unified State Register of persons who have committed corruption offences.
  • The President of Ukraine should concentrate the scattered anti-corruption efforts of law-enforcement bodies and initiate creation of the independent specialized organ on fighting corruption.
  • The Verhkovna Rada of Ukraine should substantially bring down general threshold of declaring property cost (amount of financial costs and obligations) of public officials.
  • Public authorities should make an effort to adopt a number of legal acts in order to develop new anti-corruption and information legislation as soon as possible.

Notification for editors: Corruption perceptions index is a complex index, which is developed on the basis of 17 different studies of experts' and businessmen views. Preparation of sources for CPI-2011 was held between December 2009 and September 2011. The index includes Ukraine since 1998.
