This analysis is published as a result of fruitful cooperation between Institute for Euro-Atlantic Cooperation and Czech partner organization Transparency International. In terms of joint project we also held a seminar with the participation of state institutions and a training for non governmental organizations in order to develop and strengthen communicative component between NGOs and governmental organization while realizing anti-corruption strategy. On behalf of the TORO Creative Union, the Contact Group of Transparency International in Ukraine, I am pleased to present the study on the National Integrity System of Ukraine, a comprehensive assessment of the legal basis for and actual practice of functioning of the Ukraine’s key institutions responsible for prevention and counteraction to corruption. The main aim of this study is to detect major strengths and weaknesses of the relevant institutions in order to achieve more ambitious and far-reaching goal – to suggest precise and realistic proposals for comprehensive anti-corruption reform in Ukraine.
I would like to recognise the invaluable contributions of those who participated in the development of publication, as well as in overall implementation of the project. First, I would like to thank the team of authors and the lead researcher who produced the study. Second, I thank the team at TI-Secretariat who have on a daily basis followed up on the implementation of the project, in particular Dr. Finn Heinrich and Dr. Suzanne Mulcahy. I would like to thank the external reviewer Juhani Grossmann, the Deputy Chief of the Party for IFES in the Philippines, who used to work in Ukraine for years on anti-corruption issues, for his valuable and comprehensive comments on the draft assessment report. Special thanks go to members of the advisory group who provided their time and advice to ensure reliability and comprehensiveness of the study, as well to the volunteers who addressed the relevant institutions with requests for information to test the level of openness and transparency of public authorities and political parties. The handbook is primarily aimed at managers and staff of humanitarian agencies, both at headquarters (HQ) and in the field. It speaks directly to those on front line of aid delivery as well as to senior managers who determine organisational culture and values.The handbook is designed to help anyone working in the humanitarian sector identify and prevent the corruption risks faced by their particular organisation or department, or within a specific programme or role. It does not try to set out industry-wide standards for aid agencies in emergencies. Rather, it describes ‘what to do’ to minimise corruption risks, while numerous reference documents attached offer technical details on ‘how to do it’.
The first edition is in English. French and Spanish translations will follow.
