On the 15th of May, 2008 one of the first public hearings, initiated by the city community, took place in the city. The hearings were dedicated to discussing the project of the local legal act, developed by the city community, aimed at regulating the issue of obtaining objective information to the community on vaccination.
The Statute of the territorial community of Kirovohrad defines 3 possible initiators of public hearings: city mayor; deputies of the city council and the community itself, which has to collect 3 thousand signatures. To compare, in Kyiv such a norm is obsolete, and if the public hearings are dedicated to land ownership or city building issues, it is required to collect only 1000 signatures of the community members.
The organization committee of the hearings collected 1500 signatures of the city residents. The representatives of medical establishments, public organizations, representatives of the deputy commission took part in the hearings, whilst the city mayor and the secretary of the city council ignored the meeting initiated by the community.
The atmosphere of the public hearings was influenced by the recent events, related to complications caused by vaccination in Ukraine from measles and German measles. This explains the attitude of the medical elite of the city who didn't try to hold a constructive dialogue, but came to accusation of the organizers of the event in the disruption of the national vaccination campaign, in the agitation to refuse vaccination or just tried to make the speakers from the community keep silence. At the same time, the community demonstrated the will for constructive discussion of the draft paper of the Order of giving objective information on the effectiveness of the prophylactic vaccination and possible post-vaccination complications. The hearings showed that there were no indifferent persons at the event as the atmosphere was hot and tense. Despite misunderstandings among the participants, the draft paper on the Order of giving objective information on the effectiveness of the prophylactic vaccination and possible post-vaccination complications was adopted and it was decided to hand it on to Kirovohrad city council for further work-out and approval. The public control over the provision of the Order should be fulfilled by the coalition of the public organizations of Kirovohrad.
