Kirovohrad and Voznesenk have experience in fighting corruption. Time has come to share it.

Little town Voznesenk in Mykolayiv region hosted the participants of the interregional round table in experience exchange on corruption fight on the 21st of July, 2008. Representatives of public organizations, authorities and mass media from Kirovohrad, Mykolayiv and Odessa regions were guests of the event.

 The delegation from Kirovohrad region was the most numerous one and included leaders of Public Council and Expert group within the Regional state administration, deputies of regional and district councils, officials of regional inner policy and youth agencies, district administration, as well as television group of Kirovohrad regional TV.

 Guests decided to start their visit with ‘the field research' so as to evaluate the work of local population in corruption prevention. The conclusion of Kirovohrad guests was as following: the town with the utmost part of belongings left in the property of the territorial community, which has no problems with the heating season, and with the mayor who rules the town for more than 20 years in succession, earns the status of the town intolerant to corruption. Therefore, participation of the mayor Yuriy Herzhov in the round table was very important.   

 One of the last anticorruption initiatives of the mayor was introducing in the executive committee a system of evaluation of the quality of municipal services according to ISO standard. As a result, the visitors of this institution are always well informed of the services given by the executive organ, of the procedure of decision making; the visitors are able to solve all the issues without interacting with the officials. The entire bureaucracy job is being done by the specially trained administrators. Where there is no contact of the official and the client, there is no place for corruption. Odessa representative, Anatoliy Boyko, head of the Regional information-resource center of the project "Hidna Ukraine", is of the same opinion.

 In their turn, Kirovohrad representatives shared their results. Lev Abramov, head of the expert group within Kirovohrad Regional state administration informed on the activity of the expert group as the efficient mechanism of public influence on the process of decision making by the authorities. Kirovohrad region is one of the few regions of Ukraine where there is the expert group - especially created group of consultants from the community, which perform expert evaluation of the activity of structure departments of the administration and local legal acts. The expert group has been working since year 2005, whereas 4 governors have been changed in the region during this period.

 Oleksiy Khmara, president of Creative Union "Technologeis of Optimum Personality Development" (TORO) shared with the participants the successful experience of conducting public monitoring of the activity of authorities of Kirovohrad region, namely as for purposive character of using financial means for summer recreation of the children of the region. The participants became interested in TORO experience, considering the ability of the organization to reach the implementation of the results of monitoring on practice.

 Viktoriya Averkova, head of NGO "Agency of economic development of Voznesensk" presented positive experience of the town in introducing social procurement as the contest mechanism of solving social problems. According to her, introduction of this model of interaction of public with the authorities allowed to decrease the level of potential malversations in social sphere, as well as involve on co-financing conditions additional 1,5 hryvna for each hryvna invested into social projects.

 Oleksandr Zayika, head of the department of support of municipal initiatives and investments of Voznesenk town council, presented the participants the experience of Voznesenk in partnership solution of local problems through common effort of the community, authority and international organizations due to co-financing of current social projects at the expense of town budget, community and international donors.

 As the result of effective 5-hour discussion, the participants of the event created database of ideas on corruption fight. The participants of the event agreed on implementing these ideas by common effort both in Kirovohrad and in Voznesenk. The precondition for it was both the desire of the public and the support of these initiatives by the authorities' representatives.

 Regional information-resource center of the project "Hidna Ukraine" came out with the initiative of conducting round table, dedicated to the exchange of experience in realization of the best anticorruption practices of Kirovohrad and Voznesenk for Vinnytsya, Mykolayiv, Odessa, and Kherson regions, which was actively supported by "Agency of economic development of Voznesensk" and Creative Union "Technologeis of Optimum Personality Development" (Kirovohrad). Kirovohradregional state administration and the mayor office of Voznesenk fully supported the conduction of the event.

 The given information campaign is performed by Odessa regional organization "Committee of electors of Ukraine" in the framework of the project "Assistance of active participation of citizens in corruption fight in Ukraine "Hidna Ukraine", executed by Management Systems International thanks to the support of the US Agency on International Development (USAID) and the Millennium Challenges Corporation (MCC).
