The meeting of regional partners of National project "Public control over entrance campaign 2008" took place in Kirovohrad during the last 2 days.
Representatives of the partner organizations of the project not only exchanged the experience in conducting control over entrance campaign in more than 30 higher educational establishments of the country (in 15 regions), but also discussed the structure of the summary report and worked out the recommendations to the Ministry of Education, regional authorities and public organizations. Based on the empirical experience, which the activists of public organizations and analytical centers got in the last 5 years, a lot of useful conclusions can be made, which will help to improve the technical side of the entrance campaign of the next year.
During the opening of the seminar the opening word held the representatives of the project "Assistance in active participation of the citizens in corruption fight in Ukraine "Hidna Ukraine" Lubov Palyvoda and Nataliya Sukhodolska. The project evaluated the work of the Coalition of public organizations, which conducted public control over entrance campaign, in the positive way; therefore it is expected to go on with the project. It is possible that the list of higher educational establishments, which will be subject to monitoring, will be increased next year.
The presentation of the partner experience in conducting public control over the work of entrance commissions and summing up of the partner experience in the context of planning monitoring campaigns of the next years was moderated by Alla Voloshyna, coordinator of the project and Vice-president of Kirovohrad Creative Union "Technologies of Optimum Personal Development". This organization performed coordination of the work of Coalition, which conducted monitoring of the entrance campaign in our country. It was the first time in the history of Ukraine, but it got support both of the Ministry of Education of Ukraine and the heads of the most universities, which underwent the process of monitoring. But there were also universities, the rulers of which either got afraid of public control, or were incompetent or too busy, and therefore ignored the activity and didn't cooperate with public observers.
But the members of the Coalition estimate the general level of cooperation between public observers and entrance commissions of universities as good. Any way, the recommendations as for improvement of entrance campaign of 2009 included recommendations to the higher educational establishments. For example, it included recommendations as for organization of work of entrance commissions, improvement of web-pages of universities and increasing of transparency.
During the last day of the seminar, the structure, form and the content of regional reports were discussed. The work wad moderated by Oleksiy Khmara, President of Kirovohrad Creative Union "Technologies of Optimum Personal Development". The participants of the meeting defined the format and plan of conducting summary public events in the framework of the project - both at regional and national levels. Therefore, in the beginning of November, when the analytical report on the results of the project will be published, the community will be able to find out the details of the project.
