During 2 hours public observers stayed on the territory of Buchanska correctional institution №85 studying the work of the establishment from inside, the criteria of evaluation was maintenance of rights, liberties and legal interests of the convicted persons and the employees. The activists of NGOs of Ukraine got such an opportunity due to the participation in the international program "Development of the System of Public Control in Ukraine".
It is well known that the democratic state presupposes broad participation of the community in the process of adopting and providing judgments as well as the control of their execution. Thanks to the mechanisms of such participation, the citizens have the opportunity to demand from the officials and state institutions to count with their needs and realize their rights. That's why it is possible to declare that the processes of community participation are a good foundation for the satisfaction of community needs, even for those, who stay in the institutions of criminal-executive system.
Observation commissions, the activity of which is regulated by the corresponding Act, Criminal-Executive Code and other legal acts, have a broad variety of functions as for conducting public control in places of imprisonment in Ukraine. But despite the powers, given by law, the observation commissions cannot effectively represent society interests in system of punishment execution. With the purpose of solving the problem, International Organization with the advisory status of the II category within UN and European Council "International Prison Reform" together with the Ukrainian Center of Legal Help "Public Protector" conduct the program "Development of the system of public control in Ukraine". The Program presupposes development and strengthening of the institutions of public control over maintaining of rights and liberties of the convicted persons and the employees of criminal-executive system.
Representatives of public organizations, observation commissions, and community councils within state authorities, who expressed their will to take part in trainings and practical internships with the aim to improve skills in carrying out public control over maintaining human rights in penitentiary institutions, were invited to participate in the program. Visit to Buchanska correctional institution №85 took place within the framework of this program.
It should be mentioned, that TORO became the only participant of the program from Kirovohrad region. Although, as the best technologies of conducting public control were presented at the first seminar by the experienced Russian observers, it would be unfair, if other organizations of Kirovohrad region didn't get the access to the newest information on conducting public control. Therefore, TORO invites each organization, interested in increasing its capability of conducting effective community-oriented activity, to address TORO specialists for necessary consultations.
