More than 80 halls of residence exist in Kirovohrad at present. 25 of them belong to the territorial community of the city. This allows the dwellers of these halls of residence to privatize their rooms based on the provisions of the Law of Ukraine "On providing realization of living rights of the dwellers of halls of residence", which came into action since January of this year. But it's not as easy as it seems to be...
One can privatize rooms solely on the condition that the hall of residence will be reconstructed and Kirovohrad city council will grant it the status of the residential building. This right is given only to the persons who dwelled there for 5 years and more and don't have debts in terms of public services. And what should do the others, those who dwelled there less than 5 years? In this case people will get authorization to occupy rooms in this hall of residence, for example, until they get accommodation or for 1 year. That depends on the will of the representatives of the local authorities.
But not all the dwellers are ready to wait for the mercy of our officials, which sometimes may not come, that was the case with Tryfonov V.I. (the story of eviction of the person from the hall of residence at Radyanska 14, which resulted in his becoming a tramp and dying of exposure, was published in one of Kirovohrad newspapers in the end of January of this year).
The dwellers themselves considered among the biggest problems on the way of turning halls of residence into full-fledged accommodation the following:
ü the closed character of local authorities of Kirovohrad, which cannot guarantee granting halls of residence the status of residential buildings;
ü lack of legal status in the initiative groups of residents, which leads to ambiguity of the powers of these unities;
ü unconformity of the procedure of paying for public services.
That's why the activists of councils of halls of residence of Kirovohrad initiated a working meeting, during which they analyzed the most itching problems of Kirovohrad halls of residence, and also developed the strategy on their solution. Usage of organizational and methodical resources of Center of Local Democracy Development, which conducts its activity on the basis of TORO (Kirovohrad) was the important component of this strategy.
Among the initial tasks of the activists' action plan is the initiating of public dialogue on considering the question of privatizing halls of residence. The community is ready for the dialogue.
