Cabinet of Ministers hasn’t yet given its permit for publishing second report of GRECO regarding Ukraine approved in May, 2009. The President of this organization Drago Kos in his interview to “Dzerkalo tyzhnya” informed about this.
According to him, if the second appeal to the Ukrainian government doesn’t give result, the organization will publish resume of the report without such a permit.
At the same time Drago Kos expressed hope that the government of Ukraine will grant the permit in the nearest future.
“We expect it to happen in the nearest future, especially if to take into consideration the fact that it’s a good report. As it is known, none of the 25 recommendations is declared unfulfilled, though the majority of them is fulfilled partially” – GRECO President informed. He admitted that the exact terms of publishing of the report were not settled, but if the permit from the Ukrainian government will have not been granted by the next plenary session of GRECO in the beginning of July, the organization will address the government of Ukraine for the second time.
“If we do not get the reply again or in case we get a negative reply, we shall prepare special resume, publishing of which doesn’t demand complying with such complicated procedures”, Drago Kos stressed.
GRECO President declared that Ukraine has certain progress in fighting corruption at the legislative level, but practical changes occur really slower.
“We indeed see some progress at legislative and institutional levels. But this is not enough, while it is important for us to see real changes in practice in the real life of Ukrainians. That’s why I would like to draw your attention to the existence of the sufficient gap between already adopted issues and those, which have come into force, legislation and its execution”, he stated.
