Report of the Group of European Council States against Corruption as for Ukraine fulfilling anticorruption recommendations was published at the web page of the Ministry of Justice.
According to Minister of Justice, the aim of the Report is to evaluate measures, taken by the authorities of Ukraine in order to execute anticorruption recommendations, given by GRECO on the result of 2 rounds of evaluating Ukraine. Evaluation covered the period until 2006 and contained 25 recommendations and one notification, compulsory for Ukraine as a GRECO member.
In its Report on Ukraine fulfilling anticorruption recommendations, GRECO makes the conclusion that Ukraine fulfilled 8 recommendations completely and 17 - partially.
"It gives hope that the measures were taken in relation to most of the recommendations if not all", it is stated in the report.
It is mentioned in the report that the majority of measures taken by Ukraine concerns development of draft legal acts, which are now in the Parliament. Besides, GRECO marks the fast creation by Ukraine of the anticorruption organ, establishing close cooperation in the anticorruption sphere both with separate states and international organizations.
At the same time the document stresses the fact that in order to fully fulfill recommendations, contained in the Evaluative Report, Ukraine will have to take a lot of effort.
"It demands existence of the real political will, which is not limited by creation of draft legal acts. It is the Ukrainian authorities who will decide what the best way to move further is", is stated in the report.
Besides, in GRECO opinion, the question of special importance is the transformation of the newly created anticorruption organ into the institution, which really works.
GRECO asks Ukraine to provide it with the additional information as for fulfilling a number of Recommendations, which were partially fulfilled, until November 30, 2010.
Group of States against Corruption was created by the European Council. GRECO aim is the improvement of the states' opportunities - members of the group, to fight corruption, follow the decisions adopted by the states, as well as take relevant anticorruption measures. Ukraine joined GRECO on January 1, 2006 having ratified the Civil Convention against corruption.Popular Themes
