Does Kirovohrad region need Professional training program for activists of civic councils?

The participants of the working meeting of the experts, which took place on Friday, the 27th of August in the building of the department of inner policy and public relations of Kirovohrad regional state administration, know the answer to this question. The participants of the discussion about the format of Professional training program for activists of civic councils were prominent officials (Serhiy Karakulin) and civic figures (Lev Abramov, Alla Voloshyna, Inha Dudnik, Serhiy Podorozhniy, Viktoriya Talashkevych, Oleksiy Khmara and Alina Yaroslavska). The meeting was initiated by the Creative Union TORO (www.toro.org.ua) with the aim of developing general strategy of Program realization, which is aimed at increasing efficiency of Civic councils’ activity in 10 districts of Kirovohrad region.

As it has been underlined several times during the meeting, civic councils are an efficient mechanism of influencing the process of state policy fulfillment, which allows not only studying the civic opinion and bringing it to the authorities, but also protecting the community interests and performing civic control over the activity of the authorities. At the same time, the majority of the members of the civic councils are authority’s representatives. One of the reasons for such a situation is the passiveness of the community or the lack of practical experience of work in such unions of the activists. This basically makes the work of such councils a simple formality. The pledge of effective influence of Civic councils on the participation in managing state affairs is the professional training of councils’ members and involvement of active community representatives into their activity.

This is where the Professional training program for activists of civic councils is aimed at; it will be realized in the course of the nearest 12 months in Kirovohrad region and will consist of the series of training seminars and practical tasks for the participants of the Program. Apropos, one of these tasks is directed at conducting by the participants of their own monitoring campaigns and performing public expertise of the activity of the local authorities.

During the meeting the experts formulated selection criteria of 10 districts of the region and participants selection criteria. Besides, basic topics of educational seminars were defined. Therefore, it is expected that the participants of training will get knowledge and will enforce their skills in the following areas:

  • participation of the community in the processes of decision making at local level;
  • realization by the citizens of their right to information access;
  • instruments of civic control over the activity of executive authorities;
  • organization of the work of consultative-advisory organs;
  • principles of work of executive authorities.

It’s significant that the Program is realized as a joint initiative of the Expert group and the Civic council within Kirovohrad regional state administration; regional department of inner policy and public relations and media-group “Ves Kirovohrad”. Financial support for the fulfillment of the joint idea was given by the Program “Unite for Reforms (UNITER)".
