More than 10 state and non-governmental institutions headed by Government Authorized Person in anti corruption policy, having developed new national anti corruption strategy, were able to make the community concerned.
National anti corruption strategy, which was discussed in the end of November at the seating of the Civic council within the Government Authorized Person, got a definite community evaluation. Despite the fact that more than 10 institutions including scientific, international and civic organizations were involved in developing draft document, participants of the Civic council agreed that the strategy, offered by the Government, was not able to significantly influence decrease of corruption level in Ukraine.
“This document is not a strategy, but it’s more like a concept or philosophic vision of corruption fight,” stated Oleksii Khmara, President of Creative Union “TORO”, government strategy doesn’t contain strategic objectives and tasks, realization methods, as well as monitoring and evaluation procedures. It means that almost nobody in the state can evaluate results of the offered strategy and there will always be an official who will say – we couldn’t do anything, because we lacked 25 cents to do this or that”.
While discussing the content of the document, specialists from the community offered more than 20 recommendations and remarks.
At the same time, members of the Civic council haven’t simply criticized the strategy. By the general decision, the participants agreed to work on the national anti corruption strategy, since this document would be adopted on the 9th of December at the topical seating of the Government of Ukraine. Based on their own initiative, members of the Civic council within the Government Authorized Person will conduct their special meeting on the 3rd of December, where they will have the final consideration of the edited version of the strategy.

Let us remind you that in June of the current year, the Verkhovna Rada of Ukraine adopted the so called small anti corruption package of laws, which provided for development by the Cabinet of Ministers anti corruption strategy of Ukraine with its further adoption by the Parliament.
