Regional discussion of the draft law on civic organizations

Today, a round table meeting took place in Kirovohrad Institute of Human Development “Ukraina” with the assistance of the department of Inner Policy and Public Relations of Regional State Administration. The topic was “Legal provision of the activity of civic organizations of Ukraine: advantages and disadvantages of the current legislation”.

The following persons took part in the ‘round table’ meeting: Deputy Head of the department of Inner Policy and Public Relations of Regional State Administration Irya Zgryvets, Head of the department of Family and Youth of Regional State Administration Serhiy Pasternak, President of Kirovohrad Institute of Human Development “Ukraina” Oleksandr Barno, representatives of civic organizations, Training Center for civil servants and other workers, scientists.  

Iryna Zgryvets informed that there are 487 civic organizations registered in the region and underlined that such citizen unions play a significant role in different spheres of the society life.

Participants of the meeting covered key legislative problems, which appear during the process of creation and registration of civic organizations. They pointed out that numerous legislative and administrative barriers impede civic activity. To compare: in our country the number of civic organizations for 10 thousand people is 11 civic organizations, whereas in Hungary it’s 46, in Croatia – 85, in Estonia – 201.

As a result, according to the current legislation it’s much more difficult to create a civic organization in Ukraine than to create a business company. If the state registration of a business company takes 3 days, it takes 30 days to register a civic organization. The minimal amount of founders of a business company is one legal or natural person, whereas for a civic organization it’s 23 natural persons. One of the complaints of the representatives of civic organizations was the prohibition for these organizations to conduct economical activity.  

The participants of the ‘round table’ upon the results of discussion of the named issues were offered to prepare and introduce the corresponding proposals to the members of Parliament of Ukraine for making further amendments to the Law of Ukraine “On Civic Organizations” with the aim of adapting Ukrainian legislation to generally recognized European norms.

Representatives of Creative Union “TORO” and other civic organizations stressed the necessity of significant increase of the scope of rights of these organizations. “Civic organizations have to be partners of the democratic state in solving social problems, performing civic control and corruption fight”, - this is the opinion of Oleksii Khmara, which was supported by the majority of event participants.
