As for the principles of forming
National Anti-corruption Committee

Creative Union “TORO”, Transparency International National Contact in Ukraine, shares your concern as for the high level of corruption in Ukraine. Corruption perception index – 2009 prepared by Transparency International stated that corruption remains a very serious problem for Ukraine. Its rank in the special rating of corruptiveness of the countries of the world with 2.2 points from 10 possible (which corresponds to the 146th position among 180 countries-participants of the research) and general tempos of corruption spread in the state testify the necessity of decisive steps in order to save Ukraine and get out of the corruption abyss.
Taking this into account, Creative Union “TORO” supports the initiatives of the President of Ukraine on essential improvement of the situation in the sphere of corruption counteraction in Ukraine, namely through creating National Anti-corruption committee. We think that the objectives of your Decree № 275/201 from the 26th of February, 2010 can be achieved through involving in the Committee representatives of law enforcing and state organs, authorized representatives of the Cabinet of Ministers and Verhovna Rada of Ukraine, as well as professional representatives of civil society organizations and international organizations.
Creative Union “TORO” shares the aspiration of the highest officials of the state to renew citizens’ trust to the authorities, involving the introduction of real actions on decreasing corruption in the state. At the same time we stress upon that such a renewal of trust requires from each state institution and its officials constant adherence in their work to the principles of transparency and accountability.
Taking this into consideration, we call You to publish the principles, based on which the National Anti Corruption Committee will be formed.
In this very context we appeal to You to inform about Your vision as a President of Ukraine, of the perspectives of adopting National Anti Corruption Strategy. We remind you that the development and adoption of the strategy is directly presupposed by the transitional regulations of the Law of Ukraine “On the Principles of Corruption Prevention and Counteraction”, which comes into force on the 01.04.2010. The lack of such Strategy, as well as lack of consideration of the position of the community in its text, as well as leading national and international experience of corruption prevention, threatens Ukraine by the continuation of the policy of scattering state resources aimed at corruption counteraction, as well as emasculating the potential of state authorities and civil society in the direction of corruption prevention.
