V. YANUKOVICH: THE COMMUNITY SHOULD
BE INVOLVED MORE IN THE WORK OF NATIONAL ANTICORRUPTION COMMITTEE

The first seating of the National Anticorruption Committee within the President of Ukraine set out the necessity of involving the community in corruption counteraction. Therefore, the President Viktor Yanukovich instructed the Executive Secretary of the Committee to work out the format of increasing the Committee by involving the community.

Thinking about solving the problems related to corruption members of the National Anticorruption Committee conducted the first seating. While discussing numerous problems and risks caused by corruption, the present persons paid attention to the fact that all the possible resources should be involved into the process of corruption prevention and counteraction. In the opinion of separate participants civil society has the great potential in this sphere.

In particular, Anatoliy Kinakh pointed out that economically-oriented community, which he represents in the Committee, is ready to share its own work-outs in the sphere of raider’s prevention. In his opinion, it is reasonable to create a civic council within the National Anticorruption Committee so that the voice of the community would be heard and taken into consideration. The similar opinion was also heard from the representatives of the National Security and Defense Council. During her speech, the Secretary of NSDC Rayisa Bahatyryova underlined that she considers the participation of the community in development of anticorruption strategy and creating the civic council within the Committee to be really sensual.

While sharing his own position, Oleksii Khmara, President of Creative Union “TORO” - Transparency International Contact group in Ukraine stated: “National Anticorruption Committee should help the President perform qualitative anticorruption policy. Today the Committee lacks opinions and work-outs of independent experts in different topics, which represent Ukraine and international community. At the same time community voices are almost not represented in the Committee. Therefore, the Creative Union calls the President of Ukraine to increase the membership of the National Anticorruption Committee by involving the community.

By closing the seating of the National Anticorruption Committee, Viktor Yanukovich publically promised to involve to its composition more representatives from the community. For this purpose, the President assigned the Minister of Justice, as the Executive Secretary of the Committee, to work out the format of such increase.
