The Question of the Anticorruption Committee

1. To confirm the Regulation about National Anticorruption Committee (is added).
2. Accept such, that lost its validity:
   
   Paragraph 2 and 3 of the President of Ukraine Edict under date of 26 February 2010 #275 "About the formation of the National Anticorruption Committee";
   
   Paragraph 3 of the President of Ukraine under date of 26 March 2010 #454 "The question of the national anticorruption committee".
3. This Edict is valid from the day of its publication.

Today only a lazy person doesn’t speak about corruption. On the public mind, it is time not only to talk about it but also to do something with this phenomenon. That is why in April the public council created a special committee on questions about openness and struggle with corruption. This rather young commission works dynamical. In the first four month of its work it held 10 conferences, where was framed 8 concrete questions from the public and organizations. So, where hides corruption in Kirovograd? Public anticorruption bodies have found out few typical problems.

The real corruption problems in government procurement were interested by The Ministry of economical development and trade. Such conclusion can be done according to consequences of the meetings of the government procurement representatives and with the representatives of public organizations, which lead monitoring companies in tenders.

Please, find attached a brief summary of the topics and discussions of the "Ukraine at Crossroads" seminar.

Six months have passed since creation of public Partnership "For moral government procurement". For six months the Partnership achieved the status of public controller in the sphere of government procurement in Ukraine.  What is next? What priorities will be prior for the Partnership at the length of the following 4 years? The members   searched answers at these questions during the 2-days session about strategic planning of the Partnership development, it held 25-26 August 2011.

If you send it out to government officials, please let me know, as I am trying to keep track of in which countries it has been sent in order to ensure that it is delivered in all G20 countries.

The president of Ukraine Viktor Yanukovych has expressed his anxiety about high level of corruption in Ukraine for many times. For example the Index data of corruption perception in 2010 (some kind of rating of corruptibility among the countries) which is prepared every year by Transparency International move Ukraine on 134 place among 178 countries with the result of 2.4 mark of 10 possible. It witnesses about total corruption in the country.

The organization which headed the global struggle against corruption all over the world is Transparency International. It urges Ukraine to speak against corruption openly and support the reforms in the sphere of football.
