The Community wants to Stop Corruption in the Medical Field

This conclusion can be taken from the discussion “How the community can resist Corruption: Approaches of Transparency International,” which was held on May 20th in Kiev.

About thirty people, including community activists, representatives of the media community and the government, came to view examples of the achievements of Transparency International in overcoming corruption, which were given during the discussion. The participants of the event were impressed by the many approaches and results of anticorruption initiatives implemented by the global anticorruption organization, which is working in more than one hundred countries around the world. Transparency International’s Regional Director for Europe and Central Asia, Miklos Marshal, presented the accomplishments of the organization by citing numerous examples of effective implementation approaches, which led to a decrease in the level of corruption in each country. However, Mr. Marshal did not only talk about the countries that Transparency International is currently working with, but also about how his organization intends to help Ukraine to overcome corruption. Using this opportunity, some participants immediately asked for help and professional advice.

So, Vladimir Zhovtyak, Chairman of the Coordinating Board of Charitable Organization "All-Ukrainian Network PLWH” said that if in some fields, corruption is measured by money, in the medical field, in particular in the treatment of people living with HIV/AIDS, it has another dimension –lost human life. Mr. Vladimir made the conclusion from experience of working for the organization, which he leads. After all, the all-Ukrainian network PLWH revealed the corruption in the Ministry of Health in the procurement of essential drugs for people with HIV, which significantly limited the accessibility of treatment for people living with the disease as well as raised the mortality rate from AIDS in Ukraine. Also, Network PLWH not only identifies corruption, Vladimir Zhovtyak says that the organization also conducted an effective advocacy campaign, which changed the situation for the better, however the process of procuring medicines with public funds is not perfect. Therefore he urged Transparency International to join in the resistance of corruption namely in the medical field.

The issue of corruption in the health sector was brought up by different participants, in particular, public advocates from Vinnitsa, who passionately disclosed facts about the dishonest relations between doctors and patients. Answering the questions of participants of the event, Mr. Miklos Marshal said that medicine is a very painful topic in many countries, not only in Ukraine and that Transparency International has made some progress in overcoming corruption in that area, therefore the organization is prepared to implement its work-outs in Ukraine.

Commenting on the results of the discussion, Oleksii Khmara, President of Creative Union “TORO”, Transparency International National Contact in Ukraine, said that the discussion only confirmed the need of introducing decisive initiatives in the resistance of corruption in the health sector and tender purchases.  "On the other hand,” Mr. Khmara said, “this discussion has proven that the Creative Union has chosen the right priorities for its work, since reducing corruption risks in the medical field and in public procurement is one of the main priorities of the organization”.
