It is well known that the sphere of public procurement in Ukraine is considered quite corrupt, and unfortunately no one who has ever had anything to do with tenders believes in the possibility of making a change. The experience of the alliance "For the integrity of public procurement» showed that, after all, over 50 civic organizations in a joint effort can influence and drastically change the scope of corruption, as long as they act together and are consistent.

On behalf of the civic alliance "For the integrity in public procurement in Ukraine" we would like to inform you of the flagrant situation with organization of public procurement in the Ministry of Health Care of Ukraine. During the briefing related to the topic "Situation with procurement tenders in the Ministry of Health Care of Ukraine" which took place on July 19, 2011, the First Deputy Minister Raisa Moiseienko announced the impossibility of conducting public procurement in a timely manner, allegedly because of the approved amendments to tender laws of Ukraine. As a result of such actions, thousands of sick people all over Ukraine, primarily cancer and tuberculosis patients, were left without proper medical treatment.

Transparency International, the global anti-corruption NGO, has recently published the annual report 2010, in which Ukraine was for the first time presented as a country that has begun taking real steps to counteract corruption. In particular Transparency International has noted two anti-corruption initiatives of Creative Union “TORO” – national contact of Transparency International in Ukraine.

The topic of tenders remains a burning issue in Ukraine. In early July the Verkhovna Rada approved the draft law №7532 which introduced changes to the Law "On carrying out of public procurement". Unfortunately, experts state that the law №7532  gave a green light to corruption in the above-mentioned sphere. And today civic control over public procurement in Ukraine will play a more important role than ever before.

Creative Union "TORO" (Transparency International National Contact in Ukraine) officially declares its non-participation in collecting data on the financial position of citizens of Ukraine. "TORO" appeals to law enforcement bodies to investigate the fact of forgery of official organization documents and signature of its head.

С 1 июля вступил в силу известный закон о борьбе с коррупцией. Президент, подписывая этот документ, выразил уверенность в том, что он поможет справиться с извечным украинским злом. Янукович подчеркнул, что закон подготовлен с помощью международных организаций, специализирующихся на коррупции, что, по его мнению, должно добавить убедительности положениям закона. Правда, сами эти международные организации, а точнее — GRECO, выразили неудовольствие новым антикоррупционным документом.
