80 civic activists from 40 countries of Europe and Central Asia representing authoritative international non-governmental organization Transparency International founded in 1993 to fight corruption have recently held a general meeting in Romania. Ukraine was represented in the meeting by Creative Union "TORO" - Transparency International National Contact in Ukraine.

What is the issue of concern for civic activists from 40 countries of Europe and Central Asia, which programs will be of high priority for this international organization in the next 5 years and what initiatives did Creative Union TORO introduce?

During the meeting of the National Anti-Corruption Committee of Ukraine, the President of Ukraine Viktor Yanukovych admitted that amendments to procurement legislation passed by the Verkhovna Rada on May 17, bear a risk of  corruption and open new schemes of illegal enrichment when carrying out public procurement, said Oleksii Khmara - a member of the National Anti-Corruption Committee, President of Creative Union "TORO" (Transparency International National Contact in Ukraine) summing up the meeting. "Unfortunately, the President didn't say whether he would sign the draft procurement law, but it is clear from the general rhetoric that the President will not be able to sign the law which he personally called corrupt. That is why we submitted proposals of civic experts on further consideration of the draft procurement law №7532 to Viktor Yanukovych".

The School of Senior Civil Service and Creative Union "TORO" - Transparency International National Contact in Ukraine have jointly launched a series of workshops for officers of executive authorities in charge of fight against corruption and corruption prevention.

Вчера в распоряжении Ъ оказалось обращение Всемирного банка (ВБ) и Еврокомиссии (ЕК) к администрации президента и правительству, посвященное необходимости ветировать изменения в закон о государственных закупках. ВБ и ЕК перечислили три позиции, при сохранении которых финансовая помощь Украине останется замороженной. Кабмин между тем пытается убедить президента подписать закон, чтобы в дальнейшем внести в него изменения.

Сегодня до 15% всего госбюджета оседает в карманах чиновников во время госзакупок. Если Рада и Кабмин протолкнут желанный ими закон, эта цифра резко увеличится. Последнее препятствие - Президент, пишет в новом номере украинский еженедельный журнал Корреспондент.

There is probably no sphere of life, which would not be dominated by corruption, in Ukraine. Sociologists publish impressive numbers. More than half of the population of our country uses corruption to solve their own problems and only 30 percent are ready to resist it. This statistics is especially confirmed at the local government level. It is easier for an entrepreneur or even an ordinary citizen to give a bribe and quickly obtain the permit for the renovation of an apartment or a store rather than wait for a decision for years. Experts assert that most corruption cases and abuses at the local government level are expressed in extortion and biased allocation of resources - budget, land and property. Is the official going to fight corruption? Of course not! Then, he will have to declare war to himself. And here come civic organizations. It appears they have considerable experience in combating this social phenomenon. This was confirmed by a round table "Best practices of fighting corruption at local government level", held in Vinnytsya at the initiative of Creative Union "TORO" and Friedrich Naumann Foundation in partnership with the NGO "The philosophy of the heart."
