Civic organizations of Ukraine, united in the independent Alliance "For the integrity of public procurement in Ukraine" in their Open petition urge the President of Ukraine Viktor Yanukovych not to sign the tender bill #7532 due to its significant corruption risks. In the activists' opinion, the bill adopted in the second reading, can lead to distortion of competition and the additional loss of budget funds. General amount of annual losses laid down in the bill makes up for at least 30 billion UAH.

On May 17, 2011 the Parliament of Ukraine, referring to the strict sanctions from the European Union, adopted the bill number 7532 “On changes to some legislative acts of Ukraine on public procurement” in the second reading; ithas made significant changes to the basic tender law "On public procurement ".

On May 12, 2011 the Verkhovna Rada of Ukraine (Ukraine's Parliament) had to consider in the second reading the bill on changes to some legislative acts of Ukraine on Public Procurement (№ 7532). Before that the Civic Alliance „For integrity of public procurement in Ukraine" in an open letter to the World Bank and the European Union declared that in case of adoption of this corruption apt bill, Ukraine would annually lose over 7 billion euros. The same reservations were expressed in the open letter of Miklos Marshall (Transparency International Deputy Managing Director) to the head of Ukraine's Parliament.

Since the Orange Revolution of 2005, fighting corruption has been high on the political agenda in Ukraine. But Transparency International’s (TI) recently published National Integrity System assessment (NIS) shows little progress in halting the tide of corruption.
Published by TORO, TI’s partner in Ukraine, the NIS assessment is a comprehensive analysis of the country’s anti-corruption system in law as well as in practice. Ukraine scores 2.4 in the 2010 Corruption Perceptions Index, which indicates widespread perceptions of corruption.

Today finished the two-day training program, I’ve been lucky to participate in, named “Public anti-corruption expertise – at service of the public councils of Ukraine”. Essentially, this is a first training program in Ukraine that gave participants skills necessary for performing public expertise of the legislation in terms of detecting factors, which breed corruption.

Kiev – the public councils cannot perform a complete anti-corruption expertise of the executive authorities’ legal acts – Transparency International contact group in Ukraine state. The reason for that is lack of experience. This kind of public assessment only became possible at the end of the previous year with the entry into effect of the respective Resolution of the Cabinet of Ministers. Therefore Transparency International in Ukraine has decided to assist public activists by publishing a collection of definite recommendations.

The research is focusing on the expert monitoring of the local elections campaign 2010. Results of the experts analytical overviews and results of the 2 rounds of experts surveys shows various aspects of the electoral process: political competiveness, quality of the electoral commissions functioning, administrative resource involvement, access to the media, involvement of the civil society organizations in the electoral process, as well as evaluation of the quality of the newly-adopted electoral legislation.
