With the introduction of the new order of public councils formation by the Cabinet of Ministers (CMU) Resolution № 996 “On ensuring public participation in the formation and realization of state policy”, the civil society and the executive authorities have entered the most intense and mass-participation stage of their cooperation. This is what Maksim Lacyba, head of Ukrainian Centre for Independent Political Research (UCIPR) and a member of the official workgroup of CMU Resolution № 996 developers, said today during the round table “Creating and fostering public councils at the executive authority bodies”.

A new book “Corruption – Challenges for Ukraine” has been recently published!
The handbook sheds light onto the notion of “corruption”, anti-corruption activity in Ukraine and the international anti-corruption experience. The handbook is addressed to a wide range of readers. Everyone in Ukraine is outraged by the actions of MPs who are voting not only for themselves, but also for their ‘brother' or ‘sister' within the party or bloc. Creative Union "TORO" (Transparency International National Contact in Ukraine) suggests the way to prosecute Members of Parliament who are violating the Constitution. The article related to these actions in the Criminal Code is "Forgery in office". The term of punishment is from 2 years of imprisonment.

Ukrainian NGOs, which watch over integrity issues in public procurement, have addressed the Cabinet of Ministers of Ukraine, the World Bank and the EU with the request to publicly declare their viewpoint regarding the bill № 7532 "On changes to some legislative acts of Ukraine on public procurement" and its particular provisions.

On March 15, 2011 the Parliament of Ukraine adopted at the first reading Bill №7532 on public procurement. We are concerned because this bill lacks the strong safeguards required to prevent corruption. This is of particular concern given that Ukraine loses an estimated 3 billion Euros annually as a result of inefficient tenders.

The totally corrupt country is finally ready to adopt the anti-corruption law. Yet, it will not work, as the deputies are not ready to do the main thing – define, what corruption is and how exactly to carry out the special inquiries regarding the persons, who claim public office positions. Eventually, it is not worth speaking of effective financial control under such conditions. As is known, the 1, 11 and 12 articles of the anti-corruption law of President V.Yanukovych have once again been sent for revision.
