Annually over 100 billion hryvnyas from the State budget of Ukraine overcomes public procurement process. Each third hryvnya out of this sum disappears in corruptively dangerous tenders. As a result of general drawbacks in the public tender system and absence of proper systematic control of its procedures, Ukraine loses approximately 30 billions hryvnyas annually. That is why over 40 Ukrainian non-government organizations, analytical centers, business organizations and media used their own right for civic monitoring of public procurement, which is directly provided by Article 9 of the Law of Ukraine "On public procurement" (N 2289-VI from 01.06.2010). Upon common consent, they created open civic Alliance "For the integrity of public procurement in Ukraine". Its public presentation was held in Kyiv on last Friday.

Уже на следующий день после инаугурации новый Президент Украины Виктор Янукович подписал указ о создании Антикоррупционного бюро, которое сам и возглавил. Придумал сам или подсказали советники - уже неважно. Важно то, что новая власть публично отметила исключительную важность ключевой проблемы страны. И то, что за прошедший год на фоне фонтанирующих реформ в самых различных сферах (их качество - уже второй вопрос) переворота в сфере противодействия коррупции не то, что не случилось - даже не наметилось. Это при том, что большинство основных проблем Украины - в значительной степени производные тотальной коррупции.

Dear Volodymyr Mykhailovych!

Open civic alliance «For the integrity in public procurement in Ukraine», which was founded by the common will of the members, among which are Ukrainian non-governmental organizations, analytical centers, and media organizations, is deeply agitated about the content of the draft law №7532 «On changes to some legislative acts of Ukraine on public procurement», which was submitted by the Government of Ukraine to the Verkhovna Rada of Ukraine for consideration.

The head of Transparency International contact group in Ukraine, Olexy Khmara, stressed the need to improve the anti-corruption bill tabled in Verkhovna Rada by Pres Yanukovych, Deutsche Welle reported Feb. 16.

An unofficial English translation of the new Ukrainian law on access to public information has been circulated among groups following the law.

Creative Union "TORO", Transparency International National Contact in Ukraine, urges the law-enforcement organs to stop highhandedness in relation to „All-Ukrainian Network of PLWH" and demands the public report of the Prosecutor General and the Minister of Internal Affairs of Ukraine on the reasons of direct violation by the Ukrainian law-enforcement officers of the rule of law principles.

It seems that Ukraine has found the unique recipe of the complete victory over corruption. Numerous and long reforms, strategies and programs turned out to be unnecessary for this aim - the final victory needed just 5 days. This is the exact time that the new Law "On corruption prevention and counteraction" was ‘in force'. It replaced the old anti-corruption legislation, but already on January 5, 2011 it lost its force. Therefore, there is not a single legal act in Ukraine, which would regulate the notion ‘corruption' at the legislative level, there is neither state anti-corruption strategy, nor anti-corruption institutions. The Cabinet of Ministers eliminated the latter in the framework of reduction of the general amount of the State machinery.
