Прийняття Парламентом  нового антикорупційного законодавства та, з іншого боку, відтермінування набуття ним чинності до 1 січня 2011 року, введення Урядом посади Уповноваженого з питань антикорупційної політики та створення Президентом Януковичем Національного антикорупційного комітету свідчать, що корупція залишається дуже значною проблемою для України. Держава ніби прагне продемонструвати серйозність намірів їй протидіяти.
