In the framework of the international initiative “Open Government Partnership”, Ukraine undertook responsibility to implement National action plan, which provides for open, transparent and effective governance. Ukrainian initiatives in terms of introducing system of e-applications of citizens and transparency of mining industry were selected as priority ones for governments of all the world and were mentioned by United States Secretary of State during world conference of participating states of the initiative, which took place on April 17-18, 2012 in Brazil. What are the specific actions, which Ukraine plans to undertake in order to implement the National action plan for the initiative “Open Government Partnership”? What specific changes has the Government promised to Ukrainians in terms of its own openness? Who is ready to help Ukraine implement the Action plan? What will an average Ukrainian gain from the initiative implementation? These were the topics discussed by representatives of authorities, Ukrainian and international organizations during the press-conference, which took place on April 26 in Kyiv.

The Government of Ukraine in the person of the Prime-Minister Mykola Azarov has promised to involve citizens in public policy development, provide access to public information, counteract corruption by all means and broadly introduce e-government. These are the preliminary results of the National round table dedicated to the discussion of the draft National action plan on implementing international initiative “Open Government Partnership” in Ukraine.

On October 27, the Ukrainian Civic Alliance “For the integrity of public procurement” presented the caricatures exhibition “The price of the public procurement in Ukraine” for the journalists and society. The present people had an opportunity to estimate the nonsense of some powerful tenders and to vote for those, which were the most comical and illogical.

During the Ukrainian civil society leaders’ trip to the U.S., Victoria Cherevko (DemAlliance) and Oleksiy Khmara (TORO Creative Union) were invited to the Voice of America studio to address the issue of corruption. In their interview, Victoria and Oleksiy shared their vision of the current state of corruption in Ukraine, the role of civil society in eradication of this problem, and the mechanisms of fighting corruption. Also, they emphasized the role of initiative groups and civic councils in the control of local governments.

Everybody says that public procurement is corrupt; however nobody can remember specific cases or name people involved in abuses. Civic organizations want to control tenders, but they don’t know how. Ukrainian citizens are ready to report cases of abuses in tenders, but they don’t know who to report to. Business wants transparency in procurement, but it doesn’t know what to do for this aim. Specialized web-page of the Alliance “For the Integrity of Public Procurement” will help get answers to these questions -www.integrity.pp.ua, it was launched on October 20, 2011.

The implementation of the land market will stimulate the bribability of the officials in this field, consider the representatives of international organization against corruption, "Transparency International". The organization believes that the possibility to realize the land will lead to the regular land redistribution between the agriholdings. According to "Transparency International", the scale of corruption in the land sphere is a billion dollars annually. Before the crisis, the corruption reached 3-5 billions a year. With the introduction of the law “On Land Market” the amount of illegal transactions may grow to another billion of dollars.

But at the level of Kirovograd regions the common activity of authority and public organizations is just beginning.

Today only a lazy person doesn’t speak about corruption. On the public mind, it is time not only to talk about it but also to do something with this phenomenon. That is why in April the public council created a special committee on questions about openness and struggle with corruption. This rather young commission works dynamical. In the first four month of its work it held 10 conferences, where was framed 8 concrete questions from the public and organizations. So, where hides corruption in Kirovograd? Public anticorruption bodies have found out few typical problems.

On May 10 Mykolaiv hosted a round table on the topic “Best practices in the fight against corruption in housing and public utility sector”. It was initiated by the Ukrainian office of Transparency International and supported by the German Friedrich Naumann Foundation and Mykolaiv Development Foundation.

The round table brought together experts representing civic organizations and citizen self-organization bodies of Mykolaiv (Mykolaiv Development Foundation), Kyiv (Rusanivka neighborhood committee), Odesa (Public Social Technologies Institute), Luhansk (Regional civic women organization “Chaika”), Kirovohrad (Creative Union “TORO” – Transparency International National Contact in Ukraine). Apart from experts, the discussion was attended by representatives of Feodosia civic organizations (environmental organization “Mama-86”), International Renaissance Foundation, analytical center “Dixy Group”, as well as over ten executives of Mykolaiv citizen self-organization bodies. Besides, the event attracted local authorities responsible for housing and public utility sector.
