Influence of local authorities on the development of the third sector!

What is to be done in the framework of the project:

A. Conduct monitoring of legal and practical activity of self-governing bodies in Zhytomyr, Kirovohrad, Zaporizzhya, Sumy, Poltava in the sphere of creating conditions for the development of local NGOs (public and charitable organizations, organs of population self-organization) and their participation in decision making processes. With this aim:

1. organize work of regional coordinators, who will collect data in each of the selected cities as for activity of local councils, their executive committees and city heads and lightening of these processes in local media (for 1998-2007);

2. conduct round tables with the participation of external experts on the topic of "Interaction of authorities and NGO: condition and perspectives" in each of the selected cities;

3. with the help of regional coordinators conduct survey among NGO representatives and population self-organization bodies as for evaluation of the activity of self-governing bodies in the sphere of development of local NGOs and their participation in decision making processes;

4. conduct analysis of correspondence with the current Ukrainian legislation of local councils and their executive committees decisions, of city mayors orders in Zhytomyr, Kirovohrad, Zaporizzhya, Sumy, Poltava in the sphere of development of local NGOs and their participation in decision making processes;

5. analyse implementation of election promises as for support of NGOs from the side of parties, represented in city councils of the 5^th convocation in the selected cities;

6. conduct the analysis on how the activity of local self-governing bodies and their official media in the selected cities promotes or impedes the effective development of NGOs and their participation in decision making processes;

7.conduct presentations and discussion of the prepared analytical reports and recommendations based on the results of the research in each of the selected cities; distribute them among self-governing bodies, NGOs and media of these cities;

B. Develop and lobby decision projects "On the creation of the conditions for the development of NGOs and organs of population self-organization in Zhytomyr (Kirovohrad, Zaporizzhya, Sumy, Poltava) and their involvement in decision making processes" for the adoption by local councils of the selected cities;

C. Prepare and publish a booklet "Monitoring of local councils activity on the creation of conditions for the development of NGOs and organs of population self-organization;

D. Promote popularization of the ideas of ‘third sector' development through conducting in the defined places press-conferences and placing information on project realization in media.

Term of project realization: 1^st November 2007 - 31^st October 2008.
