In 2001 the Law "On the organs of population self-organization" was adopted in Ukraine, which hasn't come into real action until now. Among the reasons one can name: imperfection and inconsistence of the legislation; unreadiness of the local government refer to organs of population self-organization (OPS) as equal partners; lack of desire and professionalism of the initiative groups on the creation of OPS. In Kirovohrad there are initiative groups on creation of OPS, but there is no favorable environment, which would provide methodical and organizational support of OPS, their recognition by the local authorities.
It is appropriate to make use of Odessa and Mykolayiv experience, where thanks to the continuous work of local NGOs and authorities the successful process of development of self-organization can be observed both at scientific-methodical and practical levels. TORO has the necessary potential and experience for introducing in Kirovohrad the best approaches on the development of local democracy, on the basis of which the creation and support of OPS, working out of local legal acts on development of OPS will take place.
The project presupposes creation of conditions for the development of OPS of Kirovohrad through:
§ creation in Kirovohrad Center of development of local democracy
§ informing the community on the project
§ organizing study visit to Odessa with the aim of studying the best experience of OPS organization
§ conducting in the framework of the work of Local Democracy Development Center a series of four 2-day educational seminars for the representatives of the city initiative groups.
§ working out by the experts the Provision on Organs of Self-Organization of Population in Kirovohrad and conducting the campaign of public pressure for its support.
The expected results of the project:
§ the Provision on Organs of Self-Organization of Population in Kirovohrad has been worked out and adopted by Kirovohrad city council;
§ 20% of the city residents have been informed on the project;
§ the level of professionalism, legal and practical preparation of the representatives of the OPS who will be engaged in project realization will have been increased;
§ the real opportunities of citizens' involvement in solution of local problems will have been broadened;
§ partner connections between participating organizations will have been established
