Seminar "Ukraine on the Way to European Union"

Situation Analysis:

Nowadays Ukraine faces the problem of choice of its own geopolitical future. And obviously, it is the one which is hard to make. That is why it is of a great use to look at the expereience of other countries in overcoming the similar obstacles as Ukraine has at present. Poland's experience and the one of the other Central European countries which made their choice over 15 years ago is very important for Ukraine. Poland and Ukraine have a lot of things in common. The experience of structural reforms which were introduced as a result of integration process can be a good example for the reformation process in Ukraine.

Outcomes:

Since July, the 18 till July, the 25 th 2005 there was a field visit to Poland for the representatives of 9 regions of Ukraine. The purpose of the visit was to share experience on practical results of European integration, its influence on the development of social institutions, social and economic changes in the country. In addition, the focus of the visit was to show the posiblities for local goverments in itroducing changes based on root grass policies of EU. During the visit the participants visited diferrent institutions of the country, among them: local administrations, higher educational estsblishemnts, non-govermental organizations, centers for local community and education development, and European Funds. Then, the participants visited the Committee of European Integration- the state body which performs the organizational role in the processes for all organizations involved in Poland-EU integration.

On the 27 th of October, 2005 as a part of the project «Ukraine on the Way to European Union» in Kirovohrad there was 2 day meeting held for regional elite representatives with Polish and Ukrainian experts. The focus was on practical experiences and practices of EU integration.

Stefan Batoriya Fund in cooperation with the Committee of European Integration (The Department of Analysis and Strategy) and the Central Department of Teachers' Advancement, sponsors The Department of Foreign Affairs of The Polish Republic were in charge of the meeting. The experts of Peace, Conversion and Foreign Policy Center of Ukraine took part as well.

The meeting had 2 parts: general meeting and practical classses.

There were master classes conducted in the following areas:

  • European model of power distribution between state and local bodies;
  • The role of NGO in local problem solving process (example of EU);
  • European education in colleges and universities;
  • European educational programs for secondary school.

There were over 155 people invited to the seminar.

  • regional and district administrations;
  • community organizations;
  • educational establishments;
  • mass media.
